fwatlasbc: Freshwater Atlas British Columbia

Queries the Freshwater Atlas (FWA) of British Columbia through the 'fwapg' API <https://www.hillcrestgeo.ca/fwapg/index.html> via the 'fwapgr' package and returns spatial data as simple features ('sf'). Also provides tools to convert streams to and from river meters, snap points to streams, and split, prune and join stream networks.
